The chief regulator of Fannie Mae and Freddie Mac has been able to convince both Democrats and Republicans holding control of the White House that it needs a bigger budget – but the agency still can’t win over a key House subcommittee. The House VA, HUD and Independent Agencies Appropriations Subcommittee this week voted for a $1 million increase in the budget for the Office of Federal Housing Enterprise Oversight for fiscal 2002. That would
