Virginia. A new law prohibiting the publication of a person’s identifying number in any public record requires reenactment by the 2005 General Assembly to become effective. Democratic Gov. Mark Warner signed the bill, H.B. 543, on April 12, 2004, but a “reenactment” clause prevented it from becoming effective. If reenacted, the bill goes into effect July 2, 2005.
