House Financial Services Committee Chairman Michael Oxley, R-OH, is said to be adamantly opposed to Democrats’ call for consideration of legislation designed to block the Office of the Comptroller of the Currency’s preemption rules. Industry sources said that Rep. Barney Frank, D-MA, ranking minority member on Oxley’s committee, asked the chairman personally to mark up and report out Rep. Luis Gutierrez’s bill to overturn the OCC rule and was turned down.
