The Securities and Exchange Commission has proposed a regulation that would define which rating agencies qualify as “nationally recognized statistical rating organizations.” The proposed rule would establish a three-part test for recognition: The organization would have to issue public credit ratings of obligors regarding specific securities, and its ratings would have to be “generally accepted in the financial markets” as credible.
