Legislation that would protect veterans from predatory lending that was passed by the Senate recently could have lasting impacts on the VA home-loan guaranty program, according to legal experts. S. 2155, the Economic Growth, Regulatory Relief and Consumer Protection Act, passed on March 14 by a vote of 67-31. Sixteen Democrats and one Independent joined all 50 Republicans in passing the bill. Primarily, the bill would loosen stringent rules in the 2010 Dodd-Frank Act designed to prevent the bad business practices that led to the 2008 financial crisis. Ginnie Mae has passed the $1 billion mark for mortgage-backed securities issued through the Federal Home Loan Banks’ Mortgage Partnership Finance program. The MPF government MBS product was available initially to eligible participating members of the Federal Home Loan Bank of Chicago. The Chicago FHLB launched the MPF program in 1997 to give approved participating members access to the secondary mortgage market. Specifically, the program provided an outlet other than Fannie Mae and Freddie Mac for member institutions to sell fixed-rate mortgage loans (conventional, government, or jumbo). Most of the institutions participating in the MPF are small banks, thrifts and credit unions with assets of less than $400 million. Securitization of USDA loans by Ginnie Mae fell in the fourth quarter of 2017. Approximately $19.9 billion of USDA loans were delivered into Ginnie MBS pools in 2017, notwithstanding a 9.2 percent drop from the previous quarter, agency data show. On the other hand, year-over-year securitization of rural housing loans with a government guarantee rose 5.8 percent from 2016. Top-ranked Freedom Mortgage saw its USDA loan deliveries to Ginnie drop 16.2 percent during the fourth quarter, while its USDA securitization volume rose a whopping 78.9 percent from the previous year. Overall, Freedom accounted for $3.6 billion of USDA loans pooled in Ginnie MBS last year. Second-place PennyMac closed the year with $3.1 billion of securitized USDA loans, while Wells Fargo reported a 13.1 percent drop in the final quarter to end 2017 with $1.4 billion of rural housing loans in Ginnie MBS. DBRS took over as the top rating service in the non-agency MBS market last year, as more deals carried multiple ratings in 2017, according to a new Inside MBS & ABS ranking.
The Department of Housing and Urban Development and the Federal Deposit Insurance Corp. have announced offerings of multiple residential reverse mortgage pools for sale to investors. The HUD pools are comprised of approximately 650 reverse mortgage notes with a total loan balance of about $136 million. The sale consists of due and payable first-lien reverse mortgages secured by single-family, vacant residential properties where all borrowers are deceased and none is survived by a non-borrowing spouse. The reverse-mortgage sale is the third offering of its type. As with past offerings, the sale will be by competitive bidding on April 11, 2018. The loans will be sold without FHA insurance and with servicing released. The loans are expected to be offered in regional pools. The volume of FHA and VA loans securitized in Ginnie Mae pools in 2017 declined from the previous year, according to an analysis of agency data. FHA loans delivered into Ginnie mortgage-backed securities last year totaled $250.5 billion, down 8.7 percent from 2016. Purchase loans comprised 69.6 percent of Ginnie MBS issuances backed by FHA loans over the 12- month period, while refinances accounted for 24.8 percent. FHA borrowers had an average FICO score of 675.3, suggesting a more traditional borrower base of first-time homebuyers and borrowers with credit issues. The FHA loans that were securitized had an average loan-to-value ratio of 92.8 percent and a debt-to-income ratio of 41.3 percent. February was another uneven month in terms of single-family business at Fannie Mae and Freddie Mac.The two GSEs issued a total of $61.04 billion of single-family MBS last month, a 9.5 percent drop from January. A decline in February is not unusual; it’s near the lull in the purchase-mortgage market and has fewer business days. But business levels at the two GSEs were not at all the same. Fannie MBS issuance was down 14.1 percent from January, while Freddie production was up 0.5 percent. Still, month-to-month variation in business flows are common in the GSE market. Fannie and Freddie are also in the process of implementing new capital regimes during the first quarter under the direction of the Federal Housing Finance Agency.
Analysts are monitoring prepayment speeds to see if Ginnie Mae’s efforts to curb serial refinancing or loan churning are having an impact. Wells Fargo Securities analysts said a conversation about churning has started with a handful of Ginnie mortgage-backed securities issuers, which “should be a net benefit for MBS,” especially for higher coupons where outlier speeds are most prevalent. In a recent alert, the analysts said the momentum continues to build to curb churning of VA loans following notification of lenders suspected of engaging in the activity. Nine issuers have received written warnings based on unusual prepayment rates in VA-backed MBS. Issuers Ginnie Mae had targeted for allegedly churning VA loans have denied engaging in the practice. Flagstar Bank and NewDay Financial said they have policies and procedures to prevent churning, or serial refinancing, but offered no explanation as to why they were on Ginnie’s list. Both companies were among the nine issuers Ginnie notified earlier this month for performance that “is materially worse than its peers as to be an outlier.” The agency made its determination after analyzing pool characteristics of all issuers. The analysis revealed an unusually higher prepayment rate for securitized VA loans over a long period for all nine issuers compared to other issuers. “Under the analysis, [a] handful of issuers was shown to be consistent material outliers over an extended period,” said Ginnie. “The [review] identified market participants whose pool performance clearly and persistently deviates from ...
